MeitY has issued a draft National Data Governance Framework to mobilize non-personal data of citizens for use by both public and private entities to improve services. The draft policy proposes launching a non-personal data-based India datasets program. In addition, it addresses the methods and rules to ensure that non-personal and anonymized data from both the government and private entities are safely accessible by the research and innovation ecosystem.
MeitY is inviting feedback and inputs on the Draft National Data Governance Framework Policy that aims to enhance access, quality, and use of data, in line with the decade’s current and emerging technology needs. The draft of the policy is put up for public consultation, and the feedback may be sent by June 11, 2022.
Mentioned following are some of the key highlights of the draft.
- Modernization of Government data collection: The Key objective of the National Data Governance Framework Policy is to transform and modernize Governments’ data collection and management processes and systems. Creating an extensive repository of Indian datasets will enable and catalyze a vibrant AI and Data-led research Startup ecosystem.
- Standardized data management system: Through NDGFP, the government intends to accelerate Digital Governance and have standardized data management and security standards across the whole government. It also looks forward to accelerating the creation of common standard based public digital platforms while ensuring privacy, safety and trust.
- Applicability: The Policy will apply to all Government departments and entities, non-personal datasets and data and platforms. State Governments will also be encouraged to adopt the provisions of the policy and rules, standards and protocols as applicable.
- Set up of India Data Management Office: An “India Data Management Office (IDMO) shall be set up under the Digital India Corporation under Meity. They will be responsible for framing, managing, and periodically reviewing and revising policies. The IDMO shall coordinate closely with the line Ministries, State Governments and other schematic programs to standardize data management by building up capacity and capabilities in each ministry.
- IDM will be managing everything related to data: The IDMO has a vast area to cover in its position of responsibility. Everything on data, from storage and retention to charging user charges, will be decided or under the control of the IDMO.
- The building block of Digital Government Architecture: The draft regard NDGFP as the building block of the Digital Government Architecture that, in turn, will accelerate Digital Governance to maximize data-driven governance. It shall provide greater scope for better, more informed decision making, enhanced program/scheme evaluation and more efficient service delivery.
