TRAI has told all access providers to use the UCC_Detect system, which is based on artificial intelligence and machine learning, to find commercial communication senders who are not registered according to the Telecom Commercial Communication Customer Preference Regulations, 2018 (TCCCPR-2018) and take action against them. Unregistered telemarketers (UTMs) are businesses that don’t register with access providers and use 10-digit mobile numbers to send or receive commercial texts or calls.
TRAI has been taking different steps to stop unsolicited commercial communication (UCC), which causes a lot of trouble for people. The number of complaints against registered telemarketers (RTMs) has gone down as a result. Even though the TSPs have taken steps to stop it, unregistered telemarketers (UTMs) are still sending UCC. Sometimes, these UTMs trick customers into giving away their important information by sending them texts with fake links and phone numbers. This causes the customers to lose money.
To find, identify, and take action against all of these unregistered telemarketers (UTMs), the Telecom Regulatory Authority of India (TRAI) has been requiring access service providers to implement the UCC Detect System with the necessary functions as part of the Telecom Commercial Communication Customer Preference Regulations, 2018 (TCCCPR-2018). Access service providers have put these systems in place based on what works best for them and what is possible. But UTMs are always coming up with new ways to send unsolicited communications, and the present UCC detection systems used by access service providers aren’t good enough to catch all of them.
So, to make sure that all UCC_Detect System implementations are the same, TRAI has told all access providers to use a UCC_Detect system that is based on artificial intelligence and machine learning and can adapt to new signatures, patterns, and techniques used by UTMs. Access providers have also been told to use the DLT tool to share information with other access providers. Access providers have also been told to make sure that this UCC_Detect system can find senders who send a lot of unsolicited commercial communications without following the rules. All access providers are told to follow the above instructions and send a report on what has been done within 30 days.
